Housing and Urban Development Secretary in the Sao Paulo Municipality (1989/1992).

President of Sao Paulo Metropolitan Housing Company Administrative Council (1992).

Took part in the Transition Committee between Fernando Henrique Cardozo e Luiz Inácio Lula da Silva (2002) Formulated the proposition for the creation of the Ministry of Cities.

Deputy Minister of the Ministry of Cities and technical coordinator of the Urban Development National Policy (2003-2005)

President of the Brazilian Company of Urban Trains Administrative Council (2003-2005).

Member of the Scientific Board of Revue “Justice spatiale/spatial justice”. Département de Géographie Paris Ouest Nanterre – France (jssj.org/02.php) (2009 – 2012)
